bcachefs: BCH_IOCTL_QUERY_COUNTERS
Add an ioctl for querying counters, the same ones provided in /sys/fs/bcachefs/<uuid>/counters/, but more suitable for a 'bcachefs top' command. Signed-off-by: Kent Overstreet <kent.overstreet@linux.dev>
